Ground-level Ozone - How much is too much?

The EPA has a criteria of 0.075 ppm of ozone in any given location. Criteria figures are annual fourth highest 8-hour concentrations averaged over 3 years. High ozone concentrations can lead to respiratory issues for people, especially the elderly.
